2025 Legislative Report Card

Last week the CA Legislature adjourned its 2025 session during which legislators introduced ~2400 bills and passed ~800 that Governor Newsom has until October 13 to sign or veto. We didn’t have a particularly good year. I’d give it a “C” grade.

On the one hand, we failed to stop a reckless budget, a measure (AB 699) that hides costs of tax and bond measures* or a bill (SB 63) authorizing a tax increase ballot measure for public transit agencies without first requiring productivity improvements, but on the other hand we stopped a bill (SB 799) that would have expanded private rights of action and two measures (AB 569 and AB 1383) that would’ve expanded unfunded pension obligations, and we helped the CA Charter School Assn. to stop a bill (AB 84) that would have placed more restrictions on charters and EdVoice to pass a measure (AB 1454) to boost early childhood literacy that would not have been possible without the help of GFC-supported Assembly Speaker Rivas.

*We are seeking a veto of AB 699.
